And one-world government would never work. The closest anyone's ever gotten to such a thing would probably have to be the Roman Empire and they were more "You can keep your beliefs and whatnot, just here are the ones we worship and oh, remember to pay the tariff every so often" and that was it.

Anything more controlling than that would just fail.
