It'd be unlocked due to power loss though she wouldn't have the access to open the capsule from the inside normally. It'd be a simple roll to locate an emergency lever.

You can take Power Field to compensate for this, or give it the Reloads tag and count it as Two-Handed if you'd like it to be still useful Unpowered, though you'd need to take an action to wind or crank it.

I was kinda thinking that in the unpowered state it would be locked out in the firing position. Maybe at that point it just takes on the stats and stuff of the survival knife?
